Descripción :	This article focuses on analysis of operative agent’s practices carried on while executing “Universal Allowance per Child for Social Protection” (AUH). A local manifestation, primarily in the educational sector, derives a response to this matter. One of the hypothesis this analysis explores is that despite the origin of the AUH framed as a subsystem of the family allowances, it has not been crystallized in the practices of these operative agents as a right “comparable” to the family allowances directed to the registered workers, according to ANSES. The meaning of legality and legitimacy, regarding the right of an unemployed or pleople who work in the informal economy who receive a benefit, is misinterpret and involves issues pertaining to solidarity, social justice, human rights, welfarism and charity. Thus, the State with the determination of rules of ownership, access, and controls is an instance of “verdict” which is embodied in the practices of bureaucratic agents related to the Social Security System. Such agents, being in direct contact with the recipients, influence the “shaping” of public policy practice. El presente artículo se centra en el análisis de las prácticas de ciertos agentes operativos que llevan adelante la ejecución de la Asignación Universal por Hijo para la Protección Social (AUH). Se realiza un recorte local –en la Provincia de Córdoba- atendiendo al sistema de cobro condicionado que implica la política en cuestión– específicamente en el ámbito educativo.Uno de los supuestos que atraviesa el análisis es que si bien el origen institucional de la AUH se enmarca como un subsistema de las Asignaciones Familiares (AAFF) dependiente de la ANSES, el derecho que instituye esta política no se ha cristalizado en las prácticas de los agentes operatorios como un derecho equiparable al de las asignaciones familiares dirigidas a los trabajadores registrados. El entendimiento de estos agentes sobre la legitimidad del derecho a percibir una prestación monetaria por parte de las familias desempleadas o que se desempeñan en la economía informal, anuda nociones vinculadas a la solidaridad, la justicia social, los derechos humanos, los planes dirigidos a la pobreza y el asistencialismo.
