Descripción :	En el proyecto, limitaremos el estudio a los miembros de las JAL elegidos en el periodo de 2008 a 2011 en la ciudad de Bucaramanga, su caracterización y la observancia del artículo 131 de la ley 136 de 1994; con el propósito de dar respuesta a tres cuestionamientos principales; el primero jurídico, que permita establecer la eficacia de la ley que regula las funciones de los miembros de las JAL. Segundo, político en la medida que evalúa el alcance y dificultades del principio de participación democrática. Finalmente, el sociológico, toda vez que se describen el estado actual de los miembros de las JAL, en cuanto a la capacidad, preparación y la experiencia del ejercicio. Limitada la investigación en su objeto, espacio, tiempo y categorías de análisis, se procede a presentar el problema de investigación, hipótesis y variables correspondientes.
