Descripción :	A través de los años, el conflicto armado en Colombia se ha venido agudizando y con este sus consecuencias; es así como la población civil día tras día ve como se incrementa la violación a sus derechos y garantías fundamentales. Entre los diversos sectores de la población afectados por esta guerra encontramos el de los servidores públicos, especialmente el de los docentes, quienes constantemente son obligados a abandonar sus hogares por causa de las múltiples amenazas, las cuales generalmente provienen de grupos armados al margen de la ley. De esta manera, vimos la importancia de realizar una investigación socio-jurídica, por medio de la cual se puedan determinar varios aspectos, para ello se tendrán en cuenta: la violencia como fenómeno generador del desplazamiento, normativa expedida con el fin de brindarle protección a la población desplazada y a los docentes afectados por situación de orden público evolutivamente –docentes del departamento de Santander-, así como la política de reubicación basada en el ordenamiento jurídico. Así las cosas, en este trabajo se pretende analizar en primer lugar, los aspectos generales del desplazamiento, tanto a nivel mundial como en Colombia. En segundo lugar se investigará sobre el desplazamiento en el departamento de Santander, para esto el estudio se enfocará principalmente en cifras estadísticas, teniendo en cuenta el sexo y la edad tanto de personas recepcionadas como expulsadas del departamento. En tercer lugar, se efectuará un estudio detallado, acerca de la situación que viven los docentes del sector público en Colombia, en la cual se realizará la evolución de toda la normativa promulgada, en aras de proteger a los educadores que de una u otra manera ven afectados sus derechos y garantías en virtud de su labor. Finalmente, se estudiará el Comité de Orden Público de Santander como mecanismo protector de aquellos docentes del departamento que se ven afectados por la difícil situación en la que vivimos, sus decisiones, sus cifras, entre otras, para concluir con su verdadera eficacia. In this way, we saw the importance of conducting a socio-legal investigation, by means of which various aspects can be determined, for this will be taken into account: violence as a phenomenon that generates displacement, regulations issued in order to provide protection to the displaced population and the teachers affected by evolutionarily public order - teachers from the department of Santander-, as well as the relocation policy based on the legal system. Thus, in this work it is intended to analyze first, the general aspects of displacement, both globally and in Colombia. Secondly, displacement in the department of Santander will be investigated, for this the study will focus mainly on statistical figures, taking into account the sex and age of both people received and expelled from the department. Thirdly, a detailed study will be carried out on the situation of public sector teachers in Colombia, in which the evolution of all the regulations promulgated will be carried out, in order to protect educators who in one way or another are affected by their rights and guarantees by virtue of their work. Finally, the Santander Public Order Committee will be studied as a protective mechanism for those teachers in the department who are affected by the difficult situation in which we live, their decisions, their figures, among others, to conclude with their true effectiveness.
