Descripción : | "This paper shows the problems derived from the tough resistance opposed by Salta Town Council between 1724 and 1734 in order to prevent Judge Don Domingo de Irazusta y Orozco from impeaching Governor Urizar, his successors and all the officers who accompanied them in their respective administrations. The conflict was discussed in the Court of Charcas, in Lima, and in the Council of Indias. The Town Council accused the judge of having provoked factions in the city and of being the capital enemy of most of its members, who claimed to be unable to pay the penalties imposed due to the increasing expenses they had to support on account of the war against the Chaco tribes. The plot of the conflict reveals the enmity existing among the groups who dominated Salta Town Council, and, above all, their refusal to abide by the new Bourbon policy that tried to exercise a stricter control over the institutional life of its colonies. The Town Councils reflected local interests and the strong rivalry existing with the metropolitan power." |
