La democratización de América Latina en las tendencias regionales y hemisféricas

Abstract

Resumen: La ponencia se propone abordar la problemática de algunos factores, internos y externos, que inciden en la lucha por la democracia en la historia política reciente de América Latina y el Caribe. Al hacerlo, además de replantear algunos alcances de la categoría de democracia que se proyecta con posteridad al predominio de la visión transitológica, quiere colocar el acento en la experiencia política y económica que se ha venido desarrollando en medio de importantes tendencias y contratendencias, incluso en el terreno estrictamente electoral. Con algún grado de reiterabilidad se insiste en la emergencia de un “nuevo mapa político regional”. Si hubiera razones para ello, conviene preguntarse cuáles son los énfasis analíticos que demanda ese mapa, tanto para la comprensión de los procesos como para evaluar su contenido democratizador desde el punto de vista del impacto en las relaciones hemisféricas, especialmente consideradas estas desde aquellos criterios que se relacionan con la actual política estadounidense hacia la región, tanto en asuntos comerciales como de seguridad. Abstract: The paper addresses the problem of a number of internal and external factors, affecting the struggle for democracy in the recent political history of Latin America and the Caribbean. In doing so, in addition to rethinking the scope of democracy that is projected with posterity to the predominance of the logical movement vision, the paper tries to emphasize the economic and political experience that has been occurring in the midst of major trends and counter trends, including on strictly electoral ground. With some degree of reinforcement it emphasizes the emergence of a new regional political map. If there are reasons for doing so, the question of what analytical emphasis demanded by that map is should be asked, both to understand the process and to evaluate the content of democratization from the point of view of the impact on hemispheric relations, especially when considering the criteria related to the current American policy towards the region both in terms of trade and security matters.
